UTStarcom releases SyncRing PTP grandmaster

UTStarcom has launched the SyncRing XGM30E precision time protocol (PTP) grandmaster. The SyncRing XGM30E is designed for mobile networks and other applications requiring accurate time and frequency synchronization. It is an addition to the company’s SyncRing line of network synchronization equipment.

The SyncRing XGM30E is an indoor PTP grandmaster offering echo time accuracy of more than ±40 ns, which can meet the stringent timing requirements of demanding applications including 4G and 5G networks. The clock complies with the PTP IEEE 1588-2008 standard, supporting major ITU-T frequency and phase and time profiles.

SyncRing XGM30E supports synchronous Ethernet (SyncE) output on all service interfaces for accurate frequency synchronization, and SyncE input for enhanced time holdover operation during GNSS outages.

The grandmaster includes an indoor rack-mount design and power supply redundancy with AC or DC built-in options and has flexible management options. The SyncRing XGM30E is available now.

U-blox LTE-M module certified in Japan

U-blox’s SARA-R5 series LTE-M module, based on the company’s low-power wide-area (LPWA) chipset, has been fully certified on all mobile network operators’ LTE-M networks in Japan. The module is the first u-blox internet of things (IoT) product to receive certification with all the Japanese operators.

The SARA-R5 series is 5G-ready and aimed at LPWA IoT applications such as industrial automation, sensor applications, connected health, metering, asset and vehicle tracing, and telematics. The module is also certified Microsoft Azure and qualified for IoT Core Amazon Web Services.

The SARA-R5 series has three product variants including the SARA-R500S-61B, the SARA-R510M8S-61B and the SARA-R510S-61B.

The SARA-R500S-61B offers standard LTE-M connectivity. The SARA-R510M8S-61B includes an integrated u-blox M8 GNSS receiver and a separate GNSS antenna interface, which provides reliable and accurate positioning data concurrent to LTE communication. This module is suitable for mobile applications such as automotive, fleet management and tracking, and telematics.

The SARA-R510S-61B is designed for low-battery powered applications including metering, security and surveillance, remote monitoring and more.

FAA researching Advanced RAIM for GPS + Galileo approaches

Quarterly reports evaluate ARAIM progress for FAA

An official evaluation of Advanced RAIM (ARAIM), a GPS technique used in aviation receivers for safer landings and take-offs, is being conducted by the William J. Hughes Technical Center (WJHTC) of the U.S. Federal Aviation Administration (FAA).

The WAAS Test Team at the technical center has begun to monitor the Integrity Support Data (ISD) parameters of ARAIM using evaluation tools and methods developed by both the center and Stanford University. Results of this monitoring will be published in a quarterly report on the WAAS Test Team website.

The Need for Advanced RAIM

ARAIM addresses various weaknesses of Receiver Autonomous Integrity Monitoring (RAIM).

To assure the integrity of GPS, aviation receivers implement RAIM, which detects any GPS satellite fault, and can then isolate and remove it from the navigation solution.

However, RAIM provides integrity only for horizontal operations, such as enroute and non-precision approach. Additional integrity is needed to allow advanced capabilities, such as vertically guided approaches. Other integrity systems, including the Wide Area Augmentation System (WAAS), provide the integrity needed to permit these additional operations.

Since RAIM’s debut, GPS and other GNSS have evolved to improve their performance and upgraded to add an additional civilian signal, making possible ARAIM architecture.

ARAIM increases the geometric diversity and integrity availability by using two core GNSS constellations (such as GPS and Galileo). ARAIM takes advantage of the second civilian signal by specifying dual-frequency processing so that the ionospheric error from GNSS signals is directly measured by the user equipment.

The ionosphere — in most cases, the largest source of error in a GNSS signal — can also reduce the integrity of GNSS signals. Data provided for ARAIM use can include improved performance commitments from the GNSS constellation. RAIM uses static values for those performance commitments.

Enabling LPV-200 Approaches

The dual-frequency multi-constellation ARAIM seeks to allow LPV-200 approaches worldwide. LPV-200 (localizer performance with vertical guidance) delivers accurate information on an aircraft’s approach to a runway with the use of GNSS positioning technology. The result is lateral and angular vertical guidance without the need for visual contact with the ground until an aircraft is 200 feet above the runway.

ARAIM is considered an aircraft-based augmentation system: the algorithm to determine GPS integrity is in the aircraft receiver, just like RAIM. ARAIM could use both GPS and Galileo to achieve the worldwide LPV-200 service goal, with the integrity needed available from satellites of both constellations.

Integrity Support Data. An important aspect of ARAIM is the integrity support message, which contains the ISD that describe a GNSS constellation’s accuracy and reliability. Each GNSS constellation service provider generates and updates its ISD data, while the receiver manages and uses each GNSS constellation message.

The specific ISD parameters for ARAIM have not yet been finalized, but candidate data includes the probabilities of satellite and constellation failure (for instance, more than two satellites fail due to a common cause), user range error,  user range accuracy data, and other candidate data.

The ISD will be finalized when the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs) with the ARAIM requirements are completed.

To ensure that the data provided in the ISM remains valid, external monitoring is needed. The external monitoring ensures the satellite and constellation failure probabilities provided in the ISM continue to be valid. External monitoring also characterizes the user range accuracy and user range error in the ISM.

Business decisions that result in bad technical outcomes could lead to lawsuits

My last column provided an update on the current set of published orthometric heights in the southeast Texas region and rules by the National Geodetic Survey (NGS) for estimating and publishing GNSS-derived orthometric heights using OPUS Projects. It also highlighted my personal crusade, that is the United States geodesy crisis. The Geodesy Crisis white paper can be downloaded from the American Association for Geodetic Surveying website.

This column focuses on potential errors in orthometric heights using a digital barcode leveling system with multi-piece leveling rods. Every business makes decisions based on expenses and ultimately on the profit margin. That said, making a business decision that results in a bad technical outcome may lead to issues that cost the company more than expected.

I have been involved with establishing orthometric heights, both leveling-derived heights and GNSS-derived heights, for most of my career. On a personal note, the digital bar code leveling system is important to me because I was the lead author of the document by the Federal Geodetic Control Subcommittee (FGCS) to incorporate the digital barcode leveling systems Specifications and Procedures to Incorporate Electronic/Digital Barcode Leveling Systems (2004).” Recently, a colleague brought to my attention that many surveyors are using the digital barcode leveling system (which wasn’t a surprise to me), but they are not using the one-piece, single-scale, invar rod. They are using the multi-piece rods, either fiberglass or wooden. Surveyors can use any type of instrument to perform their project, but it will not meet the Federal Geodetic Control Subcommittee specification and procedures for leveling unless they use a one-piece leveling staff. This not a new requirement; it has been a requirement since the first publication of the FGCS specifications and procedures.  Surveyors have always requested to use multi-piece rods but the potential errors associated with them were considered too large to be incorporated into the specifications and procedures to meet first-, second-, or third-order U.S. federal accuracy standards.

In 2018, NGS documented a study to evaluate the use of multi-piece rods using the digital barcode leveling system. I first saw a draft of this report in 2011 and forgot that it existed.  A colleague of mine recently provided me with the 2018 report. In my opinion, anyone who uses the digital barcode system and multi-piece rods should read this report and, of course, the rest of this column.

The image below provides the important summaries of the tests.  I highlighted the statement “In the field, these errors were as high as 1.5 mm per setup and up to 7 mm for the entire 180-meter section.” In my opinion, an error of 7 mm in a 180-meter section is too large for any order and class of leveling. Also, the results of the study support the current FGCS specifications and procedures requirement of the use of one-piece, calibrated rods.

The 2018 report states that multi-piece level staffs are popular among the surveying community because of their ability to break down into an easily transportable unit and they are relatively inexpensive and readily available. They may also be extended to reduce the number of leveling setups required over sloping terrain. This makes good business sense but surveyors should not make technical decisions based solely on business costs. That said, the FGCS “Specifications and Procedures to Incorporate Electronic/Digital Barcode Leveling Systems (2004)” prohibit the use of multi-piece rods for any order/class of leveling based on technical decisions, not on business expenses. To evaluate the multi-piece barcode rods, NGS developed and implemented laboratory and field tests designed to detect and quantify possible loss of precision in multi-piece leveling staffs. All their tests were conducted at the NGS Testing & Training Center located in Woodford, Virginia, in December 2011. The report was published in 2018.

The report did note that only a small sampling of instrumentation, three multi-piece leveling staffs comprising two separate models from two separate manufacturers, were included in the NGS study. Therefore, the results found within the report evaluate the accuracy and precision of the specific staffs tested. As the report states: “The tests are qualitative in nature with respect to bifurcation and non-Invar construction. Similar results are expected for similarly designed level staffs; nevertheless, the results should not be considered precisely valid for all types or models of multi-piece leveling staffs.”

Users should download the document and read it but I’ll highlight a few results. First, the report made the following statements about the plumbing of the rods:

  • “With the Leica GKNL4M level staff carefully plumbed, the section directly above the bottom section housing the level vial was visually slightly out of plumb. No correction was made for this effect in the lab or field tests. No measurements were made to the top third section of this level staff during this evaluation.”
  • “With the Trimble LD23 level staff carefully plumbed, the sections directly above and below the middle section housing the level vial was visually bowed and slightly out of plumb. No correction was made for this effect in the lab or field tests.”

Obviously, having a correctly plumbed rod is extremely important.

To estimate the potential scale error in a controlled environment, NGS performed a special test where they set up the level instrument 5 m from the leveling rods inside their building and made a measurement every decimeter on each rod. To perform this, the level instrument was moved upward one-decimeter after each measurement and the measurement was repeated.  Figure 9 from the 2018 report depicts the results of the process. The first thing to notice is that the two calibrated, invar rods indicate very small errors. The other thing to notice is that there is a change in scale error at the section breaks of the multi-piece staffs. I highlighted the section breaks in the image below. The plots in Figure 9 indicate that the upper section of the rod is different from the lower section. This may result in a large error when going up (or down) an incline; that is, when leveling up an incline the upper section of a rod would be read in the back-sight reading and the lower section of a rod would be read in the foresight reading. The opposite would occur going down the incline.

NGS also performed a small field test. The height difference was only 10 m over about 180 m distance. Figure 15 from the report provides the results of their field test. Some of the rods showed an error of almost 7 mm in the 180-meter section. Obviously, this is a significant error over such a short leveling distance, especially since it appears to be systematic. The report made a note about the systematic error; it noted that the height differences between the forward and backward runs were similar, but they were different from the standard. In other words, the forward and backward runs may meet a FGCS section misclosure but the mean difference would still have the accumulated systematic error. This means that following double-run procedures will not account for the systematic error.  As a side note, according to FGCS specifications and guidelines, for establishing a height of a new bench mark, double-run procedures must be used. Single-run methods can be used to re-level existing work provided the new work meets the allowable section misclosure.

As stated in the 2018 report, errors as large as 6.8 mm over a 180-meter sloping section were due to using the multi-piece leveling rods. This is unacceptable for meeting FGDC specifications and procedures for leveling surveys.

The NGS report was based on a small sample and over a very small project area. It provides a compelling argument for requiring one-piece leveling rods.  Now, for a real-world example that supports the results of NGS’s study. I received a report where the results of repeat leveling surveys using the multi-piece fiberglass rods over the same basic route indicated a large systematic height error. The figure below provides the difference in heights between the two surveys. As indicated in the figure, the data indicates a height dependent error of -0.43 mm/meter between the two surveys. In this example, the difference approaches 200 mm. Clearly this type of systematic error needs to be accounted for when multi-piece barcode rods are used in a survey.

As previously stated in the conclusion of NGS’s 2018 report, “Calibration of these type survey instruments provides a means of quantifying these type error sources, thus providing a mechanism for ‘correcting’ for them during post processing of data sets.” If a company or agency created a calibration process similar to NGS’s test site, then surveyors could use the site to evaluate their multi-piece barcode rods. In my opinion, until users account for the index and scale error in multi-piece barcode leveling rods, they should not be used to perform leveling surveys to compute orthometric heights with any expected accuracy value.

Clearly, it is more cost effective to use multi-piece rods instead of single-piece invar rods because of the increase in expenses for the single-piece invar rods. However, making a business decision that results in a bad technical outcome could lead to lawsuits, professional liability issues, and/or additional expenses for having to resurvey projects. Enough said.

Thales wins €100M EGNOS maintenance contract

Thales Alenia Space has signed a contract worth more than €100 million with the European Union Agency for the Space Programme (EUSPA) to provide maintenance for version 2 of EGNOS (European Geostationary Navigation Overlay System) for four years.

Thales Alenia Space is a joint company between Thales (67%) and Leonardo (33%).

EGNOS enhances the accuracy, reliability and integrity of positioning signals by improving the performance of GNSS. For instance, the EGNOS safety-of-life service is used in aviation for landings, enabling precision approaches at European airports without requiring ground guidance systems. The service has significantly improved operational safety and efficiency for European aviation.

Thales Alenia Space will build on its expertise in engineering, development, testing and maintenance of the existing EGNOS, along with its current development of EGNOS V2, to provide maintenance of the EGNOS V2 system for EUSPA and the European Union satellite navigation community from 2023 to 2026.

Thales Alenia Space will provide operational support and servicing in case of incidents — especially hardware and software troubleshooting and repairs — to deliver optimal 24/7 support for EGNOS. In addition, it will provide the upgraded or modified versions needed to ensure safety-of-life service.

NTS-3 Vanguard moves closer to 2023 launch

News from the U.S. Air Force Research Laboratory (AFRL)

The Navigation Technology Satellite-3 (NTS-3) Vanguard program has reached a milestone in preparation for launch of the satellite in late 2023. NTS-3 is expected to push the boundary of positioning, navigation and timing (PNT) technology, paving the way for a more flexible, robust and resilient architecture for satellite navigation.

Prime contractor L3Harris Technologies delivered the NTS-3 space vehicle to an Air Force Research Laboratory (AFRL) integration and test facility at Kirtland Air Force Base, New Mexico. The satellite integrates an agile PNT payload with a Northrop Grumman ESPAStar bus to provide a space platform for AFRL and partner organization experiments and integrated capability demonstrations.

In 2019, the U.S. Air Force designated NTS-3 one of the first three Vanguard programs to deliver innovative, game-changing capabilities to the warfighter at an accelerated pace. NTS-3 is managed by the AFRL Transformational Capabilities Office and has program partners in both the U.S. Space Force and the U.S. Air Force.

“This major milestone marks the transition from space system development at contractor’s facilities to the final stage of integration and test activities,” said Arlen Biersgreen, NTS-3 program manager. “The AFRL team will be overseeing and working closely with L3Harris and other key industry partners to apply an effective combination of contractor and government resources to successfully complete this phase of the effort.”

AFRL and L3Harris are now completing the remaining intra-payload and payload-to-bus functional and performance tests, including the first radio frequency broadcast tests of the novel PNT signals that will be demonstrated from near-geosynchronous orbit after the NTS-3 launch.

Following those activities, the team will perform standard space environment tests that simulate the launch and space environments to verify that the system is ready for the rigors of experimental operations in space. Biersgreen added that experimental performance data from ground testing will be available for sharing with program partners in the next several months.

The Global Navigation Satellite System Test Architecture, or GNSSTA, developed by the Mitre Corporation in partnership with the AFRL Sensors Directorate, is crucial for meeting end-to-end NTS-3 mission objectives. GNSSTA is a reprogrammable software-defined receiver allowing users to receive both legacy GPS and advanced signals generated by NTS-3. It lays the groundwork for future operational receivers to provide the Space Force with options to prevent and respond quickly to common threats on the battlefield, such as GPS jamming and spoofing.

Joanna Hinks, NTS-3 principal investigator, worked closely with the Sensors team on GNSSTA development and testing. “The entire team is excited that earlier this month, we successfully generated signals on the actual spacecraft and received them with our experimental GNSSTA user equipment,” Hinks said. “Showing the space segment and user segment working together like that is an important step to being ready to conduct experiments on-orbit.”

NTS-3 is the first U.S. experiment of its kind in nearly 50 years, since the Navy Research Laboratory’s NTS-1 and NTS-2 spacecraft led the way for the GPS constellation in the 1970s.

“This Vanguard not only aims to support GPS users through vital development of new technologies and techniques, but also to show how an agile and responsive U.S. satellite navigation architecture is paramount to defeating the most challenging threats to warfighter success, both today and through the coming decades,” Biersgreen said.

San Francisco Not Keen on Avs

San Francisco officials aren’t happy with autonomous vehicles (AV) on their streets. They say the AVs are at fault for traffic violations and congestion, delays in emergency response and public transport — even trips onto public sidewalks. California officials granted the first AV deployment permits this year, allowing companies to release self-driving cars onto city streets and to provide passenger service as robotaxis. State governments have the legal power to grant permits to AV companies to conduct testing and ride-hail services, leaving city officials powerless to control self-driving car incidents that affect public safety.

AirTag under Fire 

Two women have filed a class-action lawsuit against Apple, claiming its AirTag trackers are being used for malicious and criminal purposes. Both women say they were tracked by ex-partners using Apple AirTags hidden in their belongings. They are seeking damages for negligence and privacy violations, and are hoping to prevent Apple from continuing to manufacture the product with “design flaws.”

Navigating Urban Canyons with SuperGPS 

Researchers at Delft University of Technology, Vrije Universiteit Amsterdam and VSL have developed an alternative positioning system that is more robust and accurate than GPS, especially in urban settings. The aim of the project — SuperGPS — was to develop an alternative positioning system that makes use of mobile telecommunications networks instead of satellites and that has better accuracy than GPS. A prototype of the infrastructure achieved an accuracy of 10 centimeters. The new technology is important for the implementation of a range of location-based applications, including automated vehicles, quantum communication and next-generation mobile communication systems.

Robots Head to Vineyards

Cornell researchers have designed PhytoPatholoBots (PPB) that will be deployed in vineyards across the country next spring in the first of a four-year project at Cornell, which is led by the University of Minnesota. The autonomous robots will collect data on the health of each grapevine, helping growers to evaluate their vineyards. The robots are part of the Specialty Crops Research Initiative, bringing innovation to the wine and grape industries.

OCG urges participation for new Disaster Pilot

The Open Geospatial Consortium (OGC) is calling for participants in Disaster Pilot 2023, which aims to reduce disaster preparation time and accelerate transforming data into decisions. All responses are due by Feb. 17.

Disaster Pilot 2023 aims to enable key decision makers and responders to discover, manage, access, share and exploit location-based information to support disaster preparedness and response. The focus of this year’s pilot is to update the OCG Disaster Readiness Guides on flooding and landslides to include information on wildfires and droughts.

The pilot provides the opportunity for participants to collaborate with a range of disaster stakeholders, including Earth observation data providers, relief organizations and field responders. The goal of the pilot is to help shape the future of disaster management systems through user-centric interoperability arrangements, identification of critical data sharing challenges, and the delivery of cloud computing scale and agility to field personnel and relief organizations.

The Disaster Pilot 2023 is being conducted under OGC’s Collaborative Solutions and Innovation Program.

Cepton releases new lidar solution

Cepton has released a new lidar solution, Vista-X120 Plus, which is a slim, software-definable, automotive lidar for real-time adaptive 3D perception. This solution will expand Cepton’s line of commercially scalable Vista-X90 lidar solutions and will be deployed in its advanced driver assistance lidar series production program.

The Vista-X120 Plus includes a software-definable region of interest, which enables higher dynamic perception capabilities. Its adjustable central field of view with increased angular resolution improves accuracy in the detection and classification of objects when driving. The region of interest is also configurable in real-time in both horizontal and vertical directions.

The lidar solution is 140 mm x 30 mm, making it slim and compact. The small size improves OEM integration and placement options without disrupting vehicle appearance.

At its <18 W power consumption, the Vista-X120 Plus offers a 200 m range at 10% reflectivity, 120° x 25° field of view, and a data rate of more than six million points per second.

The Vista-X120 Plus is available now.

Lockheed Martin SBAS leverages GPS and Galileo

Lockheed Martin has developed a satellite-based augmentation system (SBAS), which uses signals from the GPS and Galileo constellations, according to a report by Space News.

The second-generation SBAS uses both GPS L1 and L5 and Galileo E1 and E5 signals to provide accurate navigation and positioning and to reduce dependence on just one system. The SBAS broadcasts on two frequencies to augment the signals from both GPS and Galileo.

In September 2022, Lockheed Martin won a $1.18 billion 19-year contract to develop and operate the Southern Positioning Augmentation System Network (SouthPAN) for Australia and New Zealand. The company is also having discussions with other potential international customers.

As a part SouthPAN, the dual-frequency multiple constellation SBAS signal is being broadcast. As more GPS III and GPS IIIF satellites are launched, including one Jan. 18, service will continue to improve.
